Why should prisoners be barefoot all the time?
The penal regulation says that any incarcerated person must remain barefoot during his or her entire term of detention, be it a short-time pretrial detention or imprisonment for life. No exceptions are allowed, regardless of any sensitivities a particular inmate may have.
This incidentally solves a number of security issues, as barefooted prison inmates can be handled with less risk of injuries for the correctional officers and can be brought and kept under control more easily. It is also more convenient for the officers to shackle the ankles of a completely unshod inmate. Exploiting the high degree of pain-sensitivity especially of the the toes and vaults, bare feet are also a common target to enforce pain-compliance in cases of a struggling inmate. Once a trained officer gets hold of some of a struggling inmates toes, she will calm down very quickly and be readily compliant. Further it is far more difficult for the delinquents to escape from prison in only their bare feet due to the given obstacles of most urban and natural ground textures.
However the prisoners naturally experience a certain degree of discomfort even within the walls of the prison. The entire complex itself is built from stone and concrete which can assume relatively low temperatures depending on the time of the year. The cold concrete floor can hereby get relatively unpleasant to walk or stand on in bare feet even in their cells. Also a large number of the stairs are made from steel grate, which is can also be a highly unpleasant experience if they are made to be walker on in bare feet.
