Judicial corporal punishment procedure.
All adults between 18 and 60 years will be subjected to corporal punishment additional to jail time. Males will be punished with the bullwhip or cat on the bare back, females with the strap or cane on the bared buttocks, although females can be punished by the whip on her backs in servere cases.
The punishment will be executed within the prison, but interested member of the public may apply to attend. The staff directly involved in the punishment will be a doctor, a court official tasked with supervising the punishment, two prison guard charged with escorting the prisoner from her cell to the punishment yard as well as restraining her for the execution of the sentence and one to two flogger, allways a physically fit male, specially trained to carry out these kind of punishments.
Females might receive up to 60 strokes of the cane or up to 100 with the strap in one session, with no less than two weeks between two individual sessions and a maximum of six sessions per year in prison. In cases of under 20 strokes one flogger alone will execute the punishment, otherwise two floggers will alternate.
A typical corporal punishment of a female will be executed in such a manner: The prisoner will be lead onto the punishment yard, wearing a prison dress (black and white striped with her prison number sowed on the right breast, as well as the prison name and her number in big, red letters on the back, reaching down to her mid tighs) and in handcuffs (hands in front), waistchain and legirons. For practical reasons she won't be allowed shoes or underwear.
On the yard she will be forced to stand beside the punishment block (similar to a vaulting horse fitted with the following restraints: shackles for hands and feets, leather straps for the knees and the lower backs and a wooden frame for the neck, also with a leather patted block on the far side, forcing her to hold her buttocks up higher). The court official will then read out her sentence and one of the floggers will show her the implement with which the punishment will be executed as well as demonstrating a few strokes to a practise target. One of the guard will then gag her with a wooden trestle gag, wrapped in leather and secured by a strap at the back of her head. She is then led over to the punishment block, the cuffs and waistchain are removed and the two guards will make her bend over and first secure her wrists and neck, then the leg iron are removed, she is made to stand with her legs apart and the shackles to the ankles as well as the straps to her knees are applied. Next her dress is rolled up to her mid back and the belt over her lower back is applied.
The guards will retread and the first flogger will move into position. The official will loudly read out the prison number and name of the convict as well as the ordered number of strokes before telling the flogger to commence. The strikes will be delivered within intervals of twenty seconds. Should the number of strokes succeed 40 a five minute break will be held, in which the convicts gag is removed and she is offered some water as well as checked by the doctor. If she should loose conciousness during the flogging the doctor might apply appropiate means to bring her back. Should the doctor come to the conclusion, that she can't take anymore the rest of the punishment will be postponed to a later date.
After the ordered amount of strokes are applied she will be left restrained to the block for another three minutes. The guards will then remove her from the block, reapply the handcuffs and leg irons and she will have to again stand beside the block, these time in a bend over position and with the hem of her dress raised, so the attendents can get a good look on her bruised buttocks. The official has the duty to take a picture of her backside in this position, to document that the punishment was carried out in a proper way. Should the prisoner be to weak to stay the guards will hold her upright as well as keeping the hem of her dress rolled up to her lower back. After these procedings the doctor might clean her wounds (if necessary) and apply antiseptic ointments before she is moved back to her cell or the prison hospital.
