In an intact (uncircumcised) penis, foreskin exists in two layers: inner and outer. Outer foreskin is essentially just regular skin, but the inner foreskin is a mucous membrane (like the inside of your eyelids) that mostly stays in contact with the glans when flaccid, and contains the most sexually sensitive areas on the entire penis. Circumcision removes anywhere from some to most to all of this sensitive tissue, varying from procedure to procedure.

During sex and masturbation, the skin moves up and down along the shaft and over the glans, which aids in both comfort and sexual sensation, not only for the penis-haver but for their partner as well. Sometimes there is still some degree of skin mobility after circumcision, but in many cases circumcision results in taut skin that becomes immobile upon erection. This can result in chafing, uncomfortable or even painful sex/masturbation, and a reduction in sexual sensation. It also explains why so many circumcised people require lube for masturbation: without the natural gliding of the foreskin, the friction can be uncomfortable if lubricant isn’t used.
